The EU Delegation to the West Bank and Gaza Strip is looking for a Financial Manager for a fixed duration from 1 November 2018 (Indicative date) until 30 September 2019. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Financial Manager – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff and will be responsible for the Financial and contractual management of development and cooperation projects implemented by the Delegation under the supervision of the Head of Finance, Contracts and Audit (FCA) Section.

I. Functions and Duties:

  • Contractual monitoring
    • Forecasts and progress reports on contractual activities within a project
    • Responsibilities as GESTFIN (financial initiator) for projects and contracts in agent’s portfolio both in the relevant IT tools (CRIS, ABAC, etc.) and on paper files
    • Quality control on financial circuits
    • Quality control in relevant IT tools (CRIS, ABAC, etc.)
    • Ex-ante monitoring of procurement procedures and of calls for proposals conducted by beneficiary country in the indirect (formerly de-centralised) management mode
  • Procurement project management
    • Ensuring timely publication of procurement procedures and calls for proposals where necessary
    • Examination of requests for endorsement by the Delegation procurement procedures and calls for proposals conducted under the indirect (formerly de-centralised) management mode
    • Ensuring the compliance of legal commitments (contracts) and their addenda with relevant rules and procedures for EU external actions as well as with templates and check-lists in force, including the entry of relevant data in IT tools (CRIS, ABAC, etc.), establishing contacts with external stakeholders (contractors, grant beneficiaries, counterparts with the beneficiary country’s administration), where necessary
    • Acting as secretary to evaluation and negotiation committees appointed by the Head of Delegation in procedures under direct (formerly centralised) management
    • Acting as observer in evaluation and negotiation committees for procedures conducted by the beneficiary country under the indirect (formerly de-centralised) management mode
    • Examination of deviation requests
  • Financial monitoring
    • Forecasts and progress reports on payment activities
    • Monitoring of timely payment of invoices and of timely recovery of outstanding amounts
    • Financial analysis of various nature
    • Quality control on payment circuits
    • Supporting and/or conducting financial audits
    • Performing on site monitoring visits to assess project progress in line with the principle of sound financial management
  • Financial project management
    • Registering and validating payment orders in the relevant IT tools (CRIS, ABAC, etc)
    • Registering and validating recovery orders and forecasts of revenue in the relevant IT tools (CRIS, ABAC, etc)
    • Follow-up of financial and contractual deadlines of projects, in particular closure of old and outstanding projects
    • Follow-up of financial guarantees
    • Contribution to financial reporting to Headquarters
  • Other tasks related to financial management
    • Financial research and analysis, as needed
    • Support to the (Deputy) Head of Section in the daily tasks on procurement, reporting, monitoring, auditing and financial management as requested
