The EU-funded Project EU for Women Empowerment (EU4WE) is a 36 months’ projects (October 2019 – October 2022) aiming at promoting full and unconditional equality between men and women in Lebanon.

The specific purpose of EU4WE is to:

  1. Reduce gender based violence through women empowerment
  2. Enhance existing institutional mechanisms working towards gender equality.

The following results are foreseen in order to reach the above mentioned purposes:

  • Result 1.1: Lebanese women are empowered economically and have better access to finance (component of activities n°1)
  • Result 1.2: The legal mechanisms to fight gender based violence’s are enhanced (component of activities n°2)
  • Result 2.1: Strengthening NGEM’s and relevant partner’s existing capacities and coordination towards fulfilment of their mandate through the exchange of best practices (component of activities n°3).

General mission :

In light of the above, the EU Delegation to Lebanon is looking for a National Project Coordinator to be based in the Expertise France’s Beirut office.

Under the hierarchical responsibility of the Project Manager based in Paris and under the functional responsibility of the Team Leader, the National Project Coordinator will be responsible for the day to day operational and administrative management of the activities of the project working in close coordination and cooperation with the Team Leader. The National Project Coordinator will be responsible for monitoring all contractual commitments with the contracting authority, and for monitoring financial and administrative aspects.

He/she will supervise the work of the National Project Officer based in Beirut and will assist the Team Leader in the coordination of the short and long term experts.

His/her main responsibilities include (but are not limited to):

1. Operations and Administration

In compliance with the rules in force at Expertise France and with the help of the Project Officer:

  • Together with the Team Leader, he/she will identify needs for short-term assignments and plan short-term expert’s mission according to the workplan and budget.
  • He/she will assist the Team Leader in the identification of short and long-term expertise and will be responsible for the recruitment and contractualisation processes.
  • He/she will review and control the quality of the short and long-term expert’s mission’s reports (while the Team Leader controls the quality and relevance of the deliverables).
  • He/she will responsible to identify, recruit and contract service providers.
  • He/she will review and control the quality of service providers’ work (while the Team Leader controls the quality of the service provided).
  • He/she will be responsible for respecting the calls for projects rules, the selection of beneficiaries and their contractualization.
  • He/she will be responsible for verifying that beneficiaries’ financial and narrative reports are received on time. He/she will be responsible for their quality and compliance (while the Team Leader will be responsible for the quality of the information given).
  • He/she will coordinate all logistical aspects of the project (organisation and implementation of all events, training, seminars (…), organisation of expert’s and short term expert’s missions etc…)

More generally, he/she will ensure the respect of all the contractual obligations of the project with the Project Manager.

2. Finance

In compliance with the rules in force at Expertise France and with the help of the Project Officer:

  • He/she will ensure payment of short and long-term experts upon completion of the mission.
  • He/she will ensure payment of service providers upon completion of the work.
  • He/she will ensure payment of beneficiaries according to the agreed schedule.
  • He/she will manage the daily finances of the project (reporting of expenses in the monitoring tool, issue payment orders, expenses reporting, financial/budget planning…).
  • He/she will regularly check the project’s accounting and reconciliation between the project’s accountancy and the expenses monitoring tool to identify gaps.
  • He/she will archive the project’s expenses supporting documents.
  • He/she will plan, prepare and implement expenditure verifications with the auditor.
  • He/she will closely monitor the project expenses in compliance with the budget and workplan

3. Communication and reporting

In compliance with the rules in force at Expertise France and with the help of the Project Officer:

  • He/she will supervise the communication and visibility activities of the project, in accordance with EU guidelines, with the support of the Communication Expert (while the content needs to be cleared by the TL).
  • He/she will supervise the monitoring and evaluation of the project, with the support of the Monitoring and Evaluation expert.
  • He/she will be responsible for consolidation of the technical and financial progress reports into one final version to send to the contracting authority. He/she will be responsible for controlling the quality of the reports and ensuring its compliance with EU requirements.
  • He/she will address the question and comments of the EU regarding contracting and finance in liaison with the project Team Leader.
  • In the absence of the Team Leader, he/she will be responsible for EF’s representation activities with technical and financial partners.
