The general objective of the Programme is to increase the understanding and awareness of the EU and its policies, as well as improve the public perception of the EU in its Neighbourhood partner countries through tailored strategic communication activities.  

Lot 1: EU Regional Communication Programme for the Eastern Neighbourhood

Component 1: Integrated communication campaigns, raising awareness and improving understanding on the ground as well as through online platforms including social media and content production

Component 2: Multipliers: Manage and further develop the existing network of Young European Ambassadors and media partners, as well as establish partnerships with other relevant multipliers.

Component 3: Surveys: Carry out annual in-depth face-to-face interviews, as well as other ad-hoc qualitative surveys, to track the perception of the general population in partner countries on a range of issues.

Component 4: Strengthening capabilities for more strategic communications: Reinforce the EU’s strategic communication framework, by helping reduce fragmentation of EU visibility and messaging, including through digital tools.

Lot 2: EU Regional Communication Programme for the Southern Neighbourhood

Component 1: Integrated communication campaigns, raising awareness and improving understanding on the ground as well as through online platforms including social media and content production

Component 2: Multipliers: Establish and manage a network of young people, including young influencers and multipliers from the region as well as build a network of media partners.

Component 3: Surveys: Carry out annual in-depth face-to-face interviews, as well as other ad-hoc qualitative surveys, to track the perception of the general population in partner countries on a range of issues.

Component 4: Strengthening capabilities for more strategic communications: Reinforcing the EU’s strategic communication framework, by helping reduce fragmentation of EU visibility and messaging, including through digital tools.
