Statement on energy security in South Caucasus by International Energy Charter Secretary-General

The Secretary-General of the International Energy Charter has expressed concerns over the escalation of violence between the 2020 and 2021 chairmanships of the Energy Charter Conference (Azerbaijan and Armenia respectively). Dr Urban Rusnak urged all countries involved to act in line with their international commitments and to refrain from any action that could affect critical energy infrastructure or significantly disrupt energy supply.

The Secretary-General said he was ready to convene urgently an Energy Security Contact Group in case a signatory of the 1991 Energy Charter Declaration invoked the Early Warning Mechanism. The Energy Security Contact Group would aim at facilitating communication and at evaluating the implications of current developments on energy security. It could also make recommendations to eliminate the threat to energy security or to overcome the emergency situation.
