Speeding up border crossing between Moldova and Ukraine: New pilot project launched with the support of EUBAM

A new pilot project was recently launched at Briceni-Rossoshany on the Moldova-Ukraine border with the support of the EU Border Assistance Mission to Moldova and Ukraine (EUBAM). This landmark initiative will aim at improving the use of human and technical resources while avoiding duplication and deepening the trust between the services of both countries.
It is the first time Moldovan and Ukrainian border authorities jointly establish a Border Crossing Point (BCP) that operates according to European Union standards.
The Joint Operated Border Crossing Point (JOBCP) pilot project, which will facilitate the implementation of activities, will operate for an initial period of six months. During this period, entry and exit control will be conducted on the territory of Ukraine, at Rossoshany, and the procedures of the border guard and customs services of Moldova and Ukraine will be unified, simplified and optimised. It is also expected that the time needed to cross the border for travelers and goods will be significantly reduced.
The project is expected to act as a case study and ultimately allow authorities in Moldova and Ukraine to verify the feasibility of replicating the project elsewhere on the Moldova-Ukraine border. Together with its partners, EUBAM will also be identifying the advantages and disadvantages of the project, with a view to determining whether the JOBCP should become a permanent arrangement. 
The project is the culmination of several years of work by a joint working group led by EUBAM, which resulted in the signing of a JOBCP protocol by the border guard services of the Republic of Moldova and Ukraine and the customs services of both countries in December 2011, and the signing of a final operational document on 7 February.
The EU Border Assistance Mission to Moldova and Ukraine (EUBAM) contributes to the delivery of good quality border and customs services to the citizens and companies of Moldova, Ukraine and the European Union.
