The Beneficiary Authority is the General Delegation to the Penitentiary Administration and Reinsertion which was created by the Dahir n° I-08-49 fixing its powers. Since then, the DGAPR is an autonomous structure, detached from the Ministry of Justice, reporting directly to the Head of Government, and mainly focussing on: − Improving the conditions of detention of detainees, − Contributing to the reintegration of detainees in order to facilitate their integration into society.
The overall objective of the project is to support the Moroccan penitentiary system by contributing to the respect of Human Rights and the consolidation of Democracy within the framework of the implementation of the Association Agreement Morocco-EU Partnership Agreement, the resulting Action Plan and the Morocco-EU Joint Paper on strengthening bilateral relations under the Advanced Statute.
The specific objective of the project is to strengthen the institutional capacities of DGAPR and the competences of the penitentiary actors through the establishment of a participatory framework facilitating the dialogue between actors, and a structured, specialised and quality training framework. The twinning project will be carried out with a view to continuing the process of penitentiary reform by supporting actions that will complement those already undertaken.
