Mogherini: we expect all Libyan parties to engage in dialogue

EU High Representative Federica Mogherini hosted yesterday in Brussels a meeting of the Libya Quartet – the EU, the African Union, the League of Arab States, and the United Nations – to assess developments in Libya since their last meeting in Cairo on 18 March and further coordinate their work to advance the political process and assist Libya in its democratic transition.

“Today, we committed again to the sovereignty, independence, territorial integrity and national unity of Libya and its institutions under the Libyan political agreement,” the High Representative said after the meeting. “We underscored the urgent need for a Libyan-led peaceful resolution of the political crisis and reiterated our rejection of the threat of the use of armed forces by any Libyan party”, Mogherini said.

“We encourage all Libyan parties, all of them, to engage in constructive and inclusive talks to fully implement the Libyan Political Agreement”, she stressed, and “welcome all efforts and encouraging progress resulting from recent meetings”.

The Quartet welcomed the EU’s continuing support aimed at accompanying Libya’s transition towards an inclusive democracy, in particular its efforts to foster stabilisation and rehabilitation, including its substantial cooperation assistance package, as well as its enhanced cooperation and dialogue with Libyan authorities and institutions and international partners to improve their capacity to address the challenges of irregular migration.

The meeting was chaired by High Representative Mogherini and attended by the Africa Union (AU) High Representative for Libya, former President Jakaya Kikwete, the Secretary General of the League of Arab States, Ahmed Aboul Gheit, and the Special Representative of the UN Secretary-General and Head of the UN Support Mission in Libya, Martin Kobler.
