Algeria: Twinning project to strengthen energy sector regulation concludes successfully

The EU-Algeria twinning project on energy sector regulation concluded last week at a seminar which brought together in Algiers all the project stakeholders, who were unanimous in recognising that the project’s objectives had been fully achieved.

This twinning was carried out for the benefit of the Algerian Commission for the Regulation of Electricity and Gas (CREG) in collaboration with the energy regulators of Austria and Spain. It is financed by the EU under the Support Programme to the Implementation of the Association Agreement (P3A) between Algeria and the EU and is endowed with a budget of €1.25 million.

The seminar marks “the culmination of an extremely important and useful work”, said the EU Ambassador in Algeria, John O’Rourke. It “served as a laboratory of ideas and engine for the capacity building of the twinned national body, the CREG, to enable it to play an enhanced role in regulating the energy market, according to principles of transparency and non-discrimination in access to public electricity and gas networks.”

The twinning, which begun in 2015, aims to strengthen the structures, powers and competences of the CREG on the basis of European standards and best practices in the field of energy regulation for the benefit of the Algerian consumer who will ultimately benefit from the improvement of the quality of public services.

In addition to consumer protection, the project also covers the areas of dealership monitoring and pricing policy, renewable energy and cogeneration, data management, cross-border tariffs and compensation in the electricity sector, as well as a highly performing organisation of the CREG.

30 institutional twinning projects have been signed under the Implementation Support Programme to the Implementation of the Association Agreement (P3A), 15 of which are currently being implemented in several sectors, such as consumer protection, capacity building of the civil protection or the integrated management of water resources.
