The Municipal Project Support Facility (MPSF) assists municipalities in preparing and implementing investments in sustainable municipal services while protecting and preserving the urban environment, supporting investment projects with regard to energy efficiency in all urban sectors. The facility is aimed at cities that are signatories to the Covenant of Mayors (CoM) or have expressed an interest in joining.
The facility aims to help municipalities provide sustainable municipal services while protecting and preserving the urban environment. The main objective is to fund energy efficiency investment projects in the urban sectors that are covered by the Covenant of Mayors (including district heating, urban transport, street lighting and renewable energy), as well as projects related to the water supply and sanitation and solid waste management.

The Facility provides technical assistance to prepare projects to become bankable, sustainable and successful.
Support during project preparation and implementation
- Pre-feasibility studies, Feasibility studies, Environmental
Impact Assessments, Energy Audits, other complementary studies (e.g. tariff levels);
- Design and tender process, contracting, supervision;
- Capacity building at municipal and utility level;
- Monitoring, quality control, reporting.
The technical assistance provided aims to lead to investments amounting to around €500 million in municipal infrastructure in the region, thus substantially improving the provision of public services to the population and to people’s quality of life.
